Interaction protocol more important than format

I've already said it a number of times in passing (like in here), but I thought this deserved it's own post:

The protocol of interaction is more important than the format.

By "protocol of interaction", I mean the assumptions / agreements about the way stuff (e.g., data) is used. So, I don't mean the wire protocol (e.g., HTTP) or anything like that.

By "format", I mean the way stuff is packaged (e.g., XML or RSS or Atom or m3u or RDF).

I'm trying to break out two sub-projects of the iCite net that I'll be able to release on their own, and, if they work, I want to be able to refer back to this post, and say: As I've always said, . . ..
